It is said, “Knowledge is inherently diffusible because of its non-rivalrous-ness, there being no loss of knowledge by those who already have it as it is diffused to others who do not.”   Knowledge relating military technology in general and nuclear weapons in particular does not fit this category. While, the knowledge relating these also continues to diffuse, the very fact that preventing the flow of such knowledge could help the innovators maintain relative advantage makes the diffusion process in these cases complex and difficult to trace. Nonetheless, few authors have attempted to develop theoretical understanding of the diffusion process in context of military technology and nuclear weapons.  Also, issues pertaining Nuclear Learning have received some attention.
