A French nuclear device is exploded in Algeria during a coup there. The Soviet empire has collapsed, and shots are fired at a Russian crowd intent on rushing a nuclear weapons-laden plane straining to remove a stash of nuclear weapons to a safer locale. Pakistani civilian governments are routinely pushed aside by a powerful, nuclear-armed military that observers worry might yet itself fall prey to a faction willing to seize a portion of Pakistan’s nuclear arsenal. This volume reveals previously unknown details on each case and teases out what is to be learned. This book is ideal not only for policymakers and analysts, but for historians and teachers as well.

This innovative study presents an in-depth political and sociological analysis of the internal power politics and imperial forms developed by the Russian neo-eurasianists and the neo-conservatives in the United States. It traces the growth of nationalism and the concept of 'Empire' in relation to the ideologies and foreign policy of both Russia and the USA.

Beginning with a genealogy of the two movements, the authors present the intricacy of imperial rhetoric and nationalist ideologies in modern states compared with the distinctive definition of Empire as a politico-historical form. The extent to which these ideas have shaped the foreign policy of Russia and the USA is then related to events in Central Asia, Afghanistan, Iran, Iraq, Saudi Arabia and Turkey. The analysis of each case provides a better understanding of the imperial character of these foreign policies in relation to their nationalist foundations.

The combination of political theory and geopolitics makes this cutting-edge research a must read to all interested in the evolving discourse surrounding Empire.

http://www.ashgate.com/isbn/9780754678052

Nuclear technology is dual use in nature, meaning that it can be used to produce nuclear energy or to build nuclear weapons. Despite security concerns about proliferation, the United States and other nuclear nations have regularly shared with other countries nuclear technology, materials, and knowledge for peaceful purposes. In Atomic Assistance, Matthew Fuhrmann argues that governments use peaceful nuclear assistance as a tool of economic statecraft. Nuclear suppliers hope that they can reap the benefits of foreign aid-improving relationships with their allies, limiting the influence of their adversaries, enhancing their energy security by gaining favorable access to oil supplies-without undermining their security. By providing peaceful nuclear assistance, however, countries inadvertently help spread nuclear weapons.

Interest in nuclear energy has surged in recent years, yet there are risks that accompany the global diffusion of nuclear power—especially the possibility that the spread of nuclear energy will facilitate nuclear weapons proliferation. In this book, leading experts analyze the tradeoffs associated with nuclear energy and put the nuclear renaissance in historical context, evaluating both the causes and the strategic effects of nuclear energy development.

They probe critical issues relating to the nuclear renaissance, including if and how peaceful nuclear programs contribute to nuclear weapons proliferation, whether the diffusion of nuclear technologies lead to an increase in the trafficking of nuclear materials, and under what circumstances the diffusion of nuclear technologies and latent nuclear weapons capabilities can influence international stability and conflict. The book will help scholars and policymakers understand why countries are pursuing nuclear energy and evaluate whether this is a trend we should welcome or fear.
