Heather is a PhD candidate in the Department of War Studies at King's College London where her thesis looks at "The Legacy of 'Trust but Verify' in U.S.-Russia Arms Control." Specifically, she is looking at why states trust each other in arms control agreements and tools for trust-building across the case studies of the PNIs, START I, START II, Moscow Treaty, and New START. She has also worked on chemical and biological defense, extended deterrence, regional reactions to Iran's nuclear program, and the CTBT.
